Roll Call Fix

    Fixed roll call such that everyone will be able to vote. For the next roll call we will be implementing some new changes such that you will be unable to vote for a specific division if you are not in that usergroup and it will limit your voting options as you should not be able to be active in too many divisions.

    A new layout, it will be ordered alphabetically, easier to use, and more.
