    I haven't seen anyone with more than one green chicklet of rep. Is this system working?

    I just look at the points, level, and activity thingy.

    No one is giving out rep thats why. If you go to your CP you can see if anyone has given you any, I've gotten 2 +reps. I don't know how many it takes to make it go up, or if it is just supposed to change color, because when its green it says you are on a distinguished road. So maybe if you get enough -rep it goes yellow or red.
