I would recommend buying Windows 7 Professional as I dont think Home Premium is allowed to use more than 16GB of RAM All that leaves room for another 16GB of RAM, more HDD/SDD space, and another GPU if you want it. I would also recommend getting a Corsair H100 cooler if he can afford is as that will let you overclock the processor to somewhere above 4.5GHz safely.

All the top end solid state drives are plenty fast these days and you really wont be able to tell a difference between them unless you run benchmarks. So the best thing to do is find the highest reliability drive and something you can afford. The Intel and Samsung drives are the most reliable SSDs you can get, but the Samsung costs another 40 Euro's for the same space. It is kinda overprices as you can get those same 128GB Samsung drives for $90 in the states so the Intel is probably a better choice. The GTX670 is better than the 660Ti. The way it works is Nvidia makes a GTX680, if the GPU is a failure for one reason or another then they laser cut some sections away that are no good and sell it as a GTX670. The difference between the 670 and 680 is very small in performance but a good bit cheaper in price. Now if the GPU is so bad that they cant even salvage a GTX670 from it, then Nvidia cuts away a bunch more and sells it as a 660Ti and again lowers the price. In actual performance the 660Ti and 670 perform around the same, but if you are playing a game that uses a lot of memory bandwidth then the 670 is much faster. Additionally, if you play at high resolutions, multiple monitors, or run high levels of AA then the 670 is also much better because Nvidia cut out a large chunk of the render pipelines. An i7 is faster, by 20-25% over the i5. But the price is also 100 Euro's more. If you want to buy the i7 then go for it, but some games take a performance hit rather than a boost from hyper-threading, and the temperature will be higher so you cant overclock it as far. Overclocking to a faster core speed will make up for the fewer processing threads in many situations. For a gaming machine I prefer to spend more to get a more powerful GPU rather than a more CPU power.
