Looks hand drawn so could be an original piece of art. But a place to start looking is the occult genre vampires, magic that kind of thing black hair and red eyes are fairly common in those kinds of anime. I couldn't tell you much without a piece of animation since this character look is fairly common and animation style is usually more distinctive then the actual artwork.
