If you can get a Skylake processor (i5-6xxx or i7-6xxx lines) that would be better. They should be the same price so it is basically a "free" performance bump for the money spent anyway. And stay away from those MSI boards because they have really bad OC capability because they dont have the necessary bios options. AS Rock is better on the cheap end of the motherboards.

Yes Skylake uses DDR4. It can technically use DDr3 on some motherboards, but those boards are extremely low end and not something you would be looking at. 16GB of DDr4 should be within a few bucks of the same in DDR3 now days.
Do you have Hyper 212 EVO's for sale there? That should save some money and be pretty similar in performance levels overall to the lower end AIO coolers. Also, how much are DDR4-3000 kits where you are? You dont really want to go below 3000 if at all possible, 2800 would be pushing the low end. Because of the really high timings of DDR4, it is no better than DDR3 until you get around the 3000 mark. If that brings the cost up too much then just drop back down to Haswell and pick up just one more 8GB stick of the same speed you already have.

Rather, it's total overkill. No need for any aftermarket cooling with a stock CPU. Basically wasted money.
Do the non k Skylake processors come with a stock cooler? I never looked but I just know the 6600k and 6700k dont come with any coolers anymore.
If he doesn't have the budget for a 6700k I would suggest at least a 6600k vs the 6700. The added headroom for overclocking will give him a system that could last 2-3 years longer. If he is stuck on the 6700 non-k then the standard heatsink included should be fine. If he goes with a 6600k, I would recommend a Noctua D-14 at min and a NH-D15 would be preferred, they cost more than an AIO, but get the best performance...meaning better OC. If tight on budget yes an 212-EVO but a smaller OC. I would put the EVO in line with the AIO's. A NH-D14 will perform better, let alone the D15.
